Any organization, no matter how large, is limited in what it can do. Therefore, if the United States government is to implement a new policy, it must be shown that it is efficient, worthwhile, and necessary. These students do just that. With policy changes from funding distributions, to climate change, to the very foundation of the system, these briefs show why the proposals must be implemented.
